go with cardinal tetras for tankmates as they like the same water params keep temp between 80 and 82 ph at least for spawning purposes needs to be in the low 6s a great setup would be a 20 gal or so with co2 (for plants with the added benefit of lowering ph and softening the water) with power compact lighting you can pick up these up fairly cheap and co2 setups arent that expensive either unless you buy a ready to run kit check classified adds on this and other sites as well as e-bay and you can make a fairly cheap setup only prob with co2 it works better with a canister filter rather than hob filters due to surface disruption depletes the co2

A 30 will work great if you have enough money to spend. They love planted tanks and very good, WARM water. On another site I got a bunch of info (I'm putting them in my 30 and was in the same spot you are). Anyway the breeder said they prefer warmer water around 82-84 believe it or not.they're awesome little fish and you should have a male with a couple females as they like to "Harem"

I'll be putting 3 in my 30 with 5-6 Emperor Tetras

Good luck!

I talked with a marineland rep who observed wild rams in SA (don't remember which country) and he said the temp was over 90, and he said they were everywhere in that particular body of water. I'm not recommending that high of a temp, just passing on info.
