I live up in northern California. 25 minutes from the beach. There is a spot I know of that has numerous tide pools with small fish, anemones, shrimps, ect. I have an empty 10g sitting around and a AC70 filter. Could I just go collect some water, sand, and the critters and set up the tank or would I need a chiller? I have seen many people collecting before from this spot so it must be ok. Big question is would room temp be ok?

What is the temp of the water there? You may be ok to keep some of the critters at room temp. Those that live in tide pools are more likely used to warmer temps and temp swings. Be sure to cycle the aquarium first before putting any livesotck in it.

It is highly illegal to take anything form the tide pools in California. Also it would be hard to recreate there natural environment and would be hard to keep them alive. Even in the tide pools the water is still pretty cold, along with the water that gets fed in from the ocean during high tide a chiller would defiantly be needed.

it isn't legal to take livestock from the ocean without special permits or licenses it's best to leave it be and buy from your LFS where not only is it free from parasites most of the time but legal to purchase

Just to clarify there are no special permits in California that allow you to take anything from a tide pool. It is very illegal and the plausibility of keeping something alive from the tide pool if very slim so it is best to not do it.
