Getting started thread( everyone may use/ reply)

Hey guys i have given up on my red devil and i sold it so now i am going for the 25g planted tank. i have SO many questions and i rly want your help....

Here are the things i have:
  • Co2 thing its rated for a 20g tank
  • Driftwood, rocks, etc
  • i have these things that you put under the substrate that "feeds the plants.
  • i have a kent liquid fertilizer
  • i have a hang on filter and a power head running on it ATM but can change depending on the needs
Questions:
  1. What kind of filtration?
  2. Do i need to have that plant substrate in your tank???
  3. What kind of light fixture should i get and how many wattage?
  4. How do i clean the tank? do i just do water changes or do i need to do the whole clean gravel and mess up the setup?
  5. What kind of fish can i do?
I was thinking:
10-15 neons
5 tiger barbs
1 bushynose pleco
10 otos

Anything else i need to know would be helpful

Without knowing what plants you intend to keep, or what level of money you intend to put into it, your questions have no backing. Provide that info so we can help. Otherwise, it's like asking what size tank do I need for my mystery fish.
 
Okay heres the scoop

I have about 200 dollars ATM but my B day is in Exactly 20 days so more money will come......

Its a 25g tank so i stated the fish i want to keep above...

I really want to have some grass on most of the bottom of the tank then a nice little piece of drift wood with Java moss on it. Then i would like some longer/thicker plants in the back( i will draw a plan of the tank and post it later

there will be more information put in later
 
Also wyldfya i read your stick for beginners and it gave me some of my answers i also did alot of googleing last night

1st pic: The grass is a pygmy chain sword, either Echinodorus tenellus or Lilaeopsis brasiliensis
I can't make out the background plant. It almost looks like Elodea but it's too yellow.

2nd pic: I dunno. Maybe a crypt and a dwarf sag?

3rd pic: The short grass in the back surrounding the driftwood is dwarf hairgrass (Eleocharis parvula)
The plant that's covering most of the substrate is either Glossostigma elatinoides or one of the Hemianthus sp.
