gif woes

i got a .gif file that i want to edit as my avatar , but the it exceeded the maximium size , how do i resize it? the size is 316 kb

Open the gif with paint, save it as a jpeg. Then use your editing software.

i manage to edit it to be smaller, but the .gif file doesnt moves

the only real way you can edit it without losing the animation is if you had the original file. That way you can break it down frame by frame and resize each frame. I am not sure there might be a gif editor out there that will break it down for you.
