Gill Curl?

My Yellow Bullhead has been like this for a while now but I never suspected gill curl until now. He's breathing and eating fine but it looks like there's a small black flap protruding from his gills and it's even covering the very base of his pectoral fins. He's about 8" now in a 75G (48"x18"x20") and filtration is a fluval 406 canister and a sponge filter plus I do weekly 40-60% water changes. Just tested nitrates and it's at 30ppm, I'm also doing a WC later today. If this is gill curl then how do I cure it and if it isn't, then what is it?

I only had one fish with gill curl. I cut the hard part of the gill where it was curling and it seemed to heal the fish within days.

Does it look like this guy has it though? Googling picures of yellow bullheads it appears that many of them have this black part in the back of their gills but I can't tell if it extends as far as mine is?
 
More pictures. It's very difficult for me to tell because half the bullheads on google appear to have this "flap" extending out to the base if their pectoral fins while the other half don't.
