This the result from too much imbreeding with stock perhaps, not swapping livestock enough maybe.
 
those things are quite common actually. their even in the bible refered to jacobs sheep. theres about 6 of em in a field in my town and im lookin at the skull of one i killed during a hunting trip right now, but mines only 4 horn. you can even buy baby ones online for like 50-150$.
