good centrel or south american chiclid for 65 gallon tank

If you're looking for something that's aggressive and cheap, can't go wrong with a convict. There are plenty though that fit the bill:

-Convict
-Firemouth
-Salvini
-Carpintis
-Lyonsi
 
Is this to go with the Oscar that is already in the tank? If your fish has HITH, adding another aggressive cichlid will only stress the fish our more and increase the health issues.
For you I would suggest a breeding pair of Convicts or JD's. Judging solely on the other threads you have here, raising a breeding pair of either of these fish will be highly benefitial to you as a learning experience. JD's can be easy to pick out a male and female based on the blue beard traits of the females. There are tons of threads on that in the site.
 
I will probibly get a 75 gallon tank for my birthday. if do I whould have an emty 65 gallon to stock.

A 65 is a nice display tank since it's essentially a tall 55.

I think Angel fish would look nice some corys for the bottom and a couple of smaller acaras, or rams to round it out would give you nice looking managable tank. If you do decide to try Rams I suggest you order them from TUIC they are very hardy and not the farm raised mass produced stock usually found in LFS that look good for a few weeks and then start fading.

Not overly aggressive, but honestly, I'd say go with a pair of red ceibal centurions and a group of the smaller gymnos... like 'norte'... no heater. Uraguay-type setup. Good size tank to do it in.

I would say you could have a green terror in your 65. At least for a good while. A male may out grow the 65 purely on the depth of the tank but it would take a good solid year or more probably. I would agree with the other suggestions too; a jack dempsey, a salvini or a breeding pair of salvini, a texas/carpinte, all would be decent choices.
