Good cheap Plant Light?

Alright, well I posted something a long time ago about plant lighting, and this is what somebody responded to me:

"I bought some clip on reading lights from Home Depot, $12.97 each

Have one on my 6gal planted 6-8 hours a day, and java moss, java ferns, peacock ferns and wisteria are all growing like crazy. "

What do you guys think? Will this be sufficient in growing a carpet of Glossostigma in a 5-7 gallon rimless tank?
 
You can get an 11 watt T2 fixture and bulb for around $28 or look at the screw in compact flourescents even the VHO flourecents that will screw into a regular fixture. I would not go with an incandescent bulb though.
