Good substrate for Bullfrog?

when i had bull frogs, my tank was half land half water with gravel and then eco earth was spread over it. it worked well for me..

I will third the eco-earth suggestion. I put a layer of oak leaves on top of mine to reduce ingestion.

i secound that,if you use moss you run the risk of impaction

Eco-Earth is a good choice over gravel, however, I would not feed in the tank unless I had a bowl or was feeding it live fish. Eco-Earth might get in the filter and jam it. OR you can get live terrarium moss ( it comes in rolls like sod so it can't be eaten easily).

Would the lighting be enough for the moss grow and not die out? I have seen the moss that looks like sod.

Moss isn't a high light species so, yeah that should be enough. LLLreptile.com sells the live terrarium moss I'm talking about.
