Well if he says he will pay you back he should so see if he does. If he doesn't then i think you can contact ebay.
yup contact him and if it doesnt work out make sure you give ebay the list number and they can look into it and if he infact posted that then he is required to follow it. If he does not you can file against him for your money back.
Just make sure to keep ALL your e-mails between you and him for record... also if by day 7 he doesn't make payment, be sure to get in contact with both e-bay and paypal... explain the story and send them any and all messages between you two...
