why is the L 25 pleco so hard to find

They are all wildcaught, they make more money in other places such as singapore and japan would be a couple of reasons.

They are a high demand pleco, that like davo said, is not currently being bred by hobbyist. You just have to be willing to pay a good price for them, but for whatever reason you tend to see only 2-3'' specimens or large 12" ones.
