gourami and neon tetra compactibility

Can a full grown dwarf gourami and 5 full grown neon tetras keep in a 15 gallon tank?
Do dwarf gourami territorial and attack the other fishes?
Do dwarf gourami eat neon tetra?

i got 5 neon tetras in 15 gallon tank currently, i notice that those neon tetra don't schooling at sometime (they territorial and attack the other neon tetra which move to it's area)But at feeding time, they become schooling.
