And yes it doesn't have the most shapely head - may even be slightly deformedYour fish still has a lower jaw that protrudes more than the upper jaw, it's just not very pronounced or exaggerated. Closer to matching but it still sticks out a little - still looks like he's pouting.
Hybrids and captive breds in general can have a wide range of appearances.
Here are 3 upper jaws for comparison - one you can't see very well because it's head on, but the upper jaw is notably over the lowers in the other two.

I don't think your bichir has an upper jaw bite. As for the headshape, I've noticed underfed bichirs will start developing weird headshapes/big eyes (mainly seen at LFS).
