Goldfish, being a member of the carp family, like to dig around in the substrate so yes substrate is fine. A small pea gravel would probably be best, small and smooth. You need to avoid large gravel and especially sharp gravel to avoid injury.

Something easy to clean lol

Bigger rocks are hard to clean in between. The smaller sand might be ingested by the goldies while scavageing.

gravel is fine goldies love to dig in it I have had it with my black moor and fantail both almost the size of a softball with no issues for years they dig through it all day long

The tank is easier to keep clean without it, but there are also some advantages, like more surface area for B.B. . I have heard of some goldfish choking on gravel, but have only ever had a goldfish die from choking on a juvenile, bristlenose pleco and not a tiny one! That was an unpleasant surprise. But for sanitation purposes, all my substrate is in a sump.
