I really want to change over the gravel in my tank to sand but dont want to spend $20 a bag for it. Can I use just regular sand from Home Depot? Any suggestions?

One and a half 50# bags should be fine but, me personally, I'd use two.
Do you think I could get away with play sand or all purpose sand?

no use pool filter sand its cleaner

I'm gonna say a definite NO NO NO on the all purpose sand. Did not have a good experience with it and it's still up in the air whether it's safe or not. I made a thread on it previously, search for it and you'll see what I'm talking about. If you can get your hands on Pool filter sand then do it but I know that there are some areas where PFS isn't available (like, where I live) and Playsand is okay as long as it says on the bag that it's aquarium safe. Playsand is really dirty and requires a lot of rinsing but it works great.
