So, yes, they can get that big, though theyre the more uncommon RBP's.
Still, hard to tell what they are from picture thats so far away.

they're pacu just from the shape of the head. a pirahna is more round all the way around and Pacu have the small snout to them. not so much when small, but that size its very noticeable. theres a tank around here with 6 pacu over 15" and 4 pirahna about 12-14". you can tell which is which.
