Green hair algae won't quit?

I've had the new 340 Up and running for about six weeks now. I seeded the sump with media from mature tanks and the parameters have been good. I've slowly added fish over the last couple weeks. The tank is planted and has about two watts a gallon. Over the last week there's been a ton of "hair algae" growing on the gravel. I vac it out and it comes right back. I think it's cyano bacteria. I thought it was from phosphate so I bought a phosphate pad and put it in the sump. I finally found a phosphate test kit and after a day with the pad in the sump it looks like it is around .25-.5 ppm. The algae is just relentless though. I've been doing ~20% water changes daily. I would attach a pic but can't figure out to when it asks for URL. Any ideas?
 
^ Can't really help you on your algae problem...

But to upload a pic to MFK...

1) First you need to upload your photo to one of the free photo hosting sites such as FlickR.com
2) Once you uploaded your photo, find the photo in your online album and right click
3) Copy the photos URL, which should be something like... http://www.flickr.com/monsterpic.jpg
4) write your message on MFK, and select this icon

5) Copy the URL of the photo in and voila you have uploaded a pic to MFK...
 
Turn off your lights and cover the tank with a sheet for a few days and keep doing water changes. Don't use ferts until fixed. Mollie's will eat hair algae.
