Green Scat swimming upside down and floating... Help!

My Green Scat is floating and swimming upside down. He's also getting stuck to filter intake. Any idea why? Is there anything I can do?

is he in freshwater or brackish? Also all other water parameters?

what are the other parameters ammonia etc? They ate not truly fw fish and though they will tolerate fw are much more prone to illness.
