What size tank do you have it in? They can lay around if they are in too small of a tank, if the tank is not planted or decorated enough or (this one is my personal favorite) if they are sleeping.
Did you know they are a high end brackish fish almost to the point of being marine? Most ppl don't realize this.

It's not normal for them to lay around. I've had mine about 10 years and it has never just laid around. It's probably stressed from something, but as Curtis stated, they like extremely brackish water. I have mine in full saltwater now but when it was in fresh, it did ok for a few months but then started getting stressed and turning black so I slowly started adding more and more salt.

Woh! Please tell me you just fed it cuz if you didn't, it's not supposed to look like that. It should be smooth and round. If there is something wrong with it, hopefully the experts will chime in cuz I don't know anything about puffer diseases.
