have you tried ghost shrimp live, or small guppys, i had a problem feeding mine so i put in a snail he went right after it. unfortunately i didnt have enough snails to last him a life time. i hope i helped you a little bit.
 
give him time. my GSP didnt eat for ages after i put him in the tank. i didnt have access to Ghost shrimp or other live foods. so i tried frozen seafoods, frozen bloodworm, dried krill ect. he didnt wanna take anything at first, but he got hungry.

spot feeding helps. but remember to take out any food that doesnt get eaten so it doesnt mess your water up. also feeding with the lights off. or even going out of the room will also help. if you want to stay and watch. sit away from the tank and keep still. GSP's have great eyesight.

sooner or later yours will eat... and they learn quickly who feeds them. its just a matter of time.
 
If anything, I wouldn't recommend live feeder fish. Other than occasional risks of passing on diseases, some feeder fish, notably guppies, tend to 'pick' at slower moving fish, such as Puffers. I've also heard that it isn't very healthy to have lots of fish in their diet, I'm unsure why but I'll try to find the info again.

Live feeder shrimp work well, as they are a living temptation for your puffer until he gets hungry. :D

Otherwise, as suggested, try some frozen foods as well. They won't enjoy it as much as they would live invertebrates but it can be used as a staple food once they've settled, while you can use live foods as treats and something to wear their beak down.
 
They will not pass up frozen bloodworms. Just make sure he sees it when you put it in. Live ghost shrimp are great, too. Toss in a dozen or so for him to chase after. Start your snail breeding tank now. He will need them very soon!
