What I see in the picture are GSP or also known as a Leopard Puffer. There are stores that will sell them as a freshwater puffer but they truly do best in brackish water. I keep these puffers in brackish water with a salinity between 1.008-1.010 and they do great.
 
That guy selling them on e-bay has no idea what hes talking about... they are definitely GSP's and actually require quite high levels of brackish water as they mature... going into almost full marine, if not full marine conditions...
 
I sent him a note. Puffernet is the WORST source for puffer into. LOL, he even links to the BW puffer info, not the FW Congo, which he mistakenly thinks it is!
 
it is sad there is so much misleading info on puffers.My friend keeps an older GSP in a full saltwatertank and it is doing great.Sadly they are often being sold as freshwater fish and live much shorter as possible
