I think Green spotted puffer is most attractive and more available in every pet stores, but i wonder if it can live in fresh water permanently or must be in brakish water? Some people said it could live in freshwater and some cant. Will a predatory fish die if it eats it due to its poisonese?

Yes, if kept with a fish that can eat one, they both will probably die. They need a high-end BW environment, if they are to live to their long life expectancy into their teens:
