I have an empty tank 36"x13"x21" could I house a lone male GT in there?

No a 4 foot by 18 inch would be minimum for a male. That tank is even to small for a female. IMO

A 3 ft tank for a 1 foot fish. There is the problem.

Firemouths, convicts, acaras... Suitable for a tank of that size.

Blue Acaras would fit and have the face. I don't know if you were suggesting Severums but they wouldn't fit as they are a big bulky fish
