green terror, looking sickly :(

hi, my green terror is a bout 2 inches and is in a 30 gallon tank with a frontosa and an electric yellow.both about 2 inches. at first my frontosa was beinbg bullied big time by the green terror like i somewhat expected. but recently the green terror has taken to his own side of the tank and just sits there very pale like and with all his fins retracted. the frontosa will swim around him and the GT will hardly do a thing. occasionally chase after, but always will go back and lay down very sadly and will also lay on the bottom rocks. bottom line he has no energy from what he used to have. any ideas on whats the matter? or how to fix it? please help:)
im upgrading tanks soon to a 50 gallon.

i had it running for about 4 days before the fish came in. and i only put the fish in 3 days ago. its was a bit murky yesturday but its alot cleaner today.
 
the water stats are normal
ph is a little under neutral because i put a few plants and a big terrecotta pot in there. ppl say that lowers the ph.
and nitrate and nitrite i have no idea.
 
ammonia, nitrite, and nitrate are the particularly relevant water stats in this situation with the tank not being cycled. You need to test those first and worry about pH later as long as pH is stable there shouldnt be too many issues esp. with captive born fish
 
I agree with the above , checking your nitrates/nitrites and ammonia levels is imperative here
