Greenish White Clouded water

Hey guys,
i need a little help here. My son has a 20 gallon high running an aqueon HOB filter for a 30 gallon tank, air stone also. The inhabitants are 2 gouramis (one about 2 inches the other about 3 inches), 3 baby (less than 2 inches) green severums, one leopard cactus pleco (2 inches) and a 5 inch baby black arowana. It's a temorary grow out tank for the soon to be bigger fish. he's kept the following water parameters:

Nitrate: 0
Amm: 0
PH: 6.5
GH: 25
KH: 30
Tem: 84

Everyone looks good and is active and eating well. There is this hazy greenish white cloudiness to the water. I thought it was cycle crash so I told him to lessen the water changes from every other day to weekly. (the every other day water change was in case he overfeeds, he's 13 and loves to see them eat!)

Now he has another 20 gallon long, with the same water params one baby black aro, 2 baby convicts, and a baby mayan cichlid. That tank use to have the same cloudy greenish white water, but both tanks went through 50% water change filter media change and purigen was added to both filters. The 20 gallon long cleared up in a matter of 6 hours.

The 20 gallon high remains with the greenish cloudy water! Does anyone think that maybe the filter isn't working properly? HELP! My son is really getting into fish keeping and is really good with his aquarium responsibilities and is now feeling like he's doing more wrong than good. he lost one baby black aro, an angel fish and a gourami!
 
Greenish water is an indication of algae growth. If the tank is in direct sunlight for too long this will promote it.

Is the other 20g tank, which has cleared up in the same room?

The only way to clear out the water if it's an algae bloom is to move it to another room or a UV Sterilizer. There are chemicals solutions you can use but those are only for a temporary solution.

Uncycled water is usually a cloudy white. Also, check the tank when it's empty, some glass have a green hue and that could also be the problem.
 
The 20 long is in another room, thats the one that cleared up quickly. They are both by a window but not to the point where they get direct sunlight. We've scrubbed the tank down and it isnt the tank glass that is tinted or anything like that. Since the water color is leaning more towards the green than the white I would go with it being algae.

Gonna check into the UV sterilizer!!!
