Gross white film on tank water?

This happens whenever I have water sitting around without agitation.

I started filling up my 130g last week. I got about halfway done but since i just started HS I didn't manage to fill the tank all the way. ( I have to use r/o water since my tap has nitrates... filling up tanks takes a lot longer for me)

Since I didn't but any filtration or anything on it yet, it also developed the gross white film. I have no frickin idea what this is. Something in the air settling on the water, bacteria or something?? And if I dump some water in the tank, the film goes away but the pieces break off into the water. I don't want to have to empty the tank out and start over again... could this be harmful?

Bacteria bloom, just make sure you cycle your tank properly before putting fish in it and that should take care of it.
 
It's a film created by something, and bacteria settle on it. It may be produced by bacteria but I'm not sure.

Add an airstone and it will go away.
 
its stagnant water. just stirr the water around to get rid of it then put in a sponge filter and you wont have to worry about it.
