Growing plants before placing in tank?

I'm fairly certain i'm going to be getting a 5 gallon hex aquarium for Christmas. I'm going to use it to upgrade my Betta and possibly keep the 1.5 for a hospital tank or set up a planted shrimp tank in my mom's office. Does anyone have any experience with growing a plant before placing it in the aquarium? I am planning on placing a Java Moss "carpet" in the tank with a small driftwood or cave in the center and a few taller plants in the back. The Java Moss is going to be sandwiched between counted cross stitch plastic and placed on the substrate. I was hoping I could grow it in a small tub of water with fertilizers so it will start to fill in by the time i get the tank. After the Java Moss is filled in enough to hide in, I want to add a few cherry shrimp to my tank. I've had 3 ghost shrimp with him that he did not bother, unfortunately they are no longer living. One climbed out a hole in the tank and suffocated and the other two died immediately after a water change.
 
Go for it. I kept some java moss in a bucket for like 2 weeks. It didn't grow but stayed alive. I did water changes and left it out in the sun for a few hours a day. I never tried getting moss to cling to one of those plastic mats before. So I don't know what to tell you on how to achieve that.
 
I've seen tutorials using similar material for java moss walls on Youtube, so i figured i could use the same principle and weigh it down
