Growth at the base of fin

I have an angelfish that is having a strange growth on the base of its right pectoral fin. It was not always like this. It was perfectly fine. One day I noticed a bit of redness around it. So I moved it to a quarantine tank and treated it with Multi-cure (meth blue, malachite green, acriflavine) and seachem kanaplex separately. The redness went away. However, something else started. They are little growths at the base of the fin. It doesn't swim funny or behave funny. Perfectly healthy and eats fine too. Can anyone help in identifying what is going on ?

I cant load the video(perhaps because I am at work). I had what sounds like something similar happen to one of my angels. I am pretty sure it sustained some damage right at the base, after a while it became swollen and pink. Eventually the majority of its fin fell off, then it began healing and the fin has been regrowing since. All I did was keep clean water.
