Growths on Green Severum

I received a 6” Green Severum with Ich about 3 months ago. He immediately went into a quarantine tank and after several days looked much better. However, several days later these white round growths with red bases appeared on the tips of his dorsal and anal fins. I’ve treated him for fungus with several products without any luck. Our LFS suggested treating with a broad spectrum antibiotic such as E.M. Erythromycin. This didn’t work either. After 2 to 3 weeks these growths disappeared and a week later more appeared on different locations but all on the tips of his fins. This cycle has continued until now and after countless hours of research I still have no positive ID on what this is or how to treat.
The QT is a 29 gallon tank that I put an established bio wheel filter on. The water parameters are perfect with 0 ammonia and nitrites and between 5 to 10 nitrates.
Any and all help is greatly appreciated!

Attached are two new photos showing a new growth on his tail fin...
Has anyone ever dealt with this type of growth on their fish before?
Could it possibly be Aeromonas hydrophila?

maybe stress related? just shooting in the dark here, hope someone knows more.
