GSP all f'd up

So, an hour ago I was in my room and my gsp came swimming to the front of the tank like he always does. I went in just now for feeding and he's basically doing a nose stand and his fins are pumping like mad, but he can't swim. My G. Tile keeps swimming by and bumping him, but the GSP just tumbles away. What should I do?!

Check the water parameters. G. Tile active during the daytime and lethargic puffer could mean that there is some water problem. What is your salinity at? Did you try feeding the puffer?
 
SG is 1.006, which its been since I got him. Temp is a steady 82F, ammonia and nitrites are 0, Nitrate level is 5 ppm.

I tried feeding him raw scallops (his favorite) but he wan't interested.
