Gsp help!! :'(

I bout a baby GSP from Walmart a few months ago. He is quite small and is in a ten gallon tank at the moment. I plan on moving him to a 20-29 gallon soon. Lately, al of the snails I feed to him crawl on the side of the take and then die. Then I noticed that my puffer has been getting a darker color. His/her belly is still a pearly white but the yellow/green is now turning dark green/brown/black. He/she has been floating at the top of the water with his back fins at the surface of the water. Every once and a while he will venture to the bottom of the tank. Then he will go drift at the top again. He/she has only puffed up once, which was about a moth ago, and Is in fw at the moment. I plan on turning the water brackish as soon as my instant ocean comes that Im ordering off of Amazon. Is my puffer going to be OK? What can I do to help?

I used to have 2 gsp's and once I used too much prime in the water change, the gsp's floated at the top like you're explaining and I had to do a 100% water change, give your LFS a water sample and ask them to test it or if you have a test kit at home use that, do you know your water parameters? Oh and don't buy fish from Walmart, they can't take care of animals and have no knowledge about fish, go to and actual fish store and buy fish, also don't take a water sample to Walmart because they won't even know what to do with it.
