Hairy Puffer info

Does anyone have a hairy puffer? I am going to pick one up (What i think is a hairy puffer) tomorrow. What kind of substrate do they like? I don't see any cirri on this one in the pic, and it is fairly cheap ($35) so I am a little uncertain about its true species.

Update!
I got my Hairy Puffer yesterday and he/she is awesome! With more angles of viewing I'm 100% positive he's a baileyi. He's on a rocky substrate because the dealer I got him from works directly with the collectors and the collectors said they find them on gravely bottoms. He's started to demolish some snails I've got him and my girlfriend is already afraid to put her hand in the tank to rearrange plants!
 
oh I'm not afraid of him, the girlfriend is.
(I'll probably be a little afraid the first time he bites me)
 
I hope he went into a cycled tank. Since they spend a lot of time on the substrate, I think sand might be more comfortable. Be sure to have a cave for him to hang out in.

Its insulting to me and embarassing for you to even bring up whether a tank is cycled in a discussion such as this.
 
Why do you say that? I don't know you at all. You have 47 posts here. I've been doing this for over 30 years & there are more fish going into uncycled tanks than not. I'm not embarassed in the least... I think it's a perfectly reasonable question.
