I have an harliquin tusk about 7 to 8 inchesthat is ready to come out of the hospital tank after recoverying from an puffer bite to his side...i dont want to put him back in with the puffers so i was wondering if he would be ok with the bamboo shark about 19 inches...the shark is the only tank inhabitant at the moment

I would think you should be fine.
A harlequin at 8" would be too full bodied for a 19" bamboo to consider food.
