Their red becomes more intense when they are in darker color surroundings. In one of my breeding tanks I have black background and black substrate. My uncle who raises red cherry shrimp also has his in natural looking pebbles and their colors arnt so intense.
 
yes, substrate and decor makes a huge difference....they are low end of the food chain. Darker substrate/decor means darker color. Light substrate and decor means less intense color.
