I'm new to loach and i'm not sure where to find their diseases.. so i just post here.. today i notices my clown loach have this dark dots all over the fish.. fins to be exact.. all the fins and top nose part of the fish.. guess pictures are a worth a thousand words..

I have seen similar infestations in other species(not loachs) that turned out to be harmless protists but no way to tell without microscopic exam.

Yes I have seen this clown loaches developed these spots when kept for extended periods in poor water. It's eiteither from the place you got them or your tank or both. Keep the nitrates below 10 ppm for a few weeks and it should clear up. Cleen water is the cure.

I've seen it on clowns before and it doesn't seem to bother them. It will come and go from what I've seen.
 
Check your Ph, your Kh and TDS(total dissolved solids)
This is a shock reaction to a very low and plummeting or fluctuatiing Ph alongside water quality issues following this or preceding it. Possibly the water is highly acidic(I am not talking soft water necessarily which is not an issue in itself if the stats are stable but most people with soft water let their Ph go down to a point few fish can tolerate and I've seen these spots on clown loaches in those conditions)
