Having problems with water clarity

I have a Penguin 350 Dual Biowheel filter on a 29g Oscar growout tank. There is 4 babies, and I mean BABIES in there, yet the water is still a bit foggy. There is great flow, and I have 4 cartriges in the filter, what could be my issue? Thanks in advance to anyone that helps out. I'm open to all suggestions, granted it's a legit one. :)
 
Algae bloom ? Bacterial bloom? How is your water changing routine ?
 
Whiteish, and AS I AM TOLD, my dad does a 30-35% once a week, with gravel vac. The filter intake gets cleaned every other day, because of the hefty bioload, even at 1.5" lol. I am not there to witness changes, as I am in Cincinnati for school, so I am going off his word.
 
Considering the mess my oscars make, even in a 29 with 4 at any size for any period of time is over stocked IMO, could be the cause. You say 'grow out' which would hint at others tanks, anything they can move into?
 
Sounds like an algae bloom.

Have Dad back off on the feeding, shut off the lights and cover the tank to block out all light for 3 full days.

When he changes cartridges, only change 1 or 2 at a time and rotate the carts so the oldest is flowing into the new one to help seed it.

What did your Dad do wrong that he has to take care of the tank? :ROFL:

They are going into a 125g, but I need to get the cash to get it up and running, so when i can do that, they are going straight in there, regardless of their size.
 
Will Dad have to take care of that one too? :D

Hopefully no, I'm trying to get moved out of student housing, and into my own place again with one of my roommates. It's cheaper to split rent on a different place, than it is to pay the fee's for housing, and if or when that happens, the 125, and the O's will be coming to me, and they will be in my care.
