Having an excessive growth in these fuzzy white dots on tank glass and on ornaments. I’ve treated with everything such as; prazi pro, aquarium salt, nox ich, and regular water changes and scraping while I vac. I can’t figure it out for the life of me please help it looks horrid!!!

Looks like you need to increase the flow in your aquarium. Is that new driftwood? If it is, they will sometimes get white bacterial fungus or mold in the beginning. You can add add a common pleco or bristlenose and it should clean it up

Doesn’t look like hydra. I’d agree with P phreeflow . May have to manually scrub the decor and plants gently.
 
If as stated above, that's a new piece of driftwood, fungus is common, but.....
21-30% water changes once every 2 weeks is pretty light weight.
And depending how small the tank is, and stocking level, could be a build up of a thick, deleterious mineral soup feeding the growth (depending on the constituents of your tap water (silica can promote that sort of growth).
I try to do a 30% water change every other day on my 180 gal to keep that soup from getting too thick.
