Anything is possible with a sufficient application of money.
But having said that...what temperatures are you trying to achieve? Are those ambient temperatures typical all year round? For most fish species typically kept in aquariums, it sounds as though you are more likely to need cooling or at least shading rather than heating.

i want the pond temperarture to be 26 to 28 degree celsuis. winter is coming and in winter temp drops to 9 to 10 degrees celsius. i can keep the pond covered
