heater in sump

ive currently got my heater in my sump due to having a ray, ive bough a new heater due to thinking the stat had gone in the 1st one but apparently not, how do you get them to get the the correct temp, the heaters are set at 30C but the tank keeps dropping to about 22-23? they are 300w heaters in a 200 gal set up
 
There are little things that may contribute:
1. What temp is your home usually at?
2. Do you have glass lids for your 200? I find that those lids can save you a quite a bit of money in regards to heating and maintaining the temp of your aquarium
3. Possibly insignificant, but how are your heaters positioned in your sump?

I have (2) 250W heaters fully submerged in the first chamber of my sump. Water drips through the bio balls and is pulled over the heaters to the pump in the last chamber. I was worried about heating the tank as well, because my pump is rather powerful, but my tank maintains a nice warm temp pretty consistently.

You get a second 300w and a jbj heater contoller. Hook it up and monitor and control the temp without ever having to take them out.

Controllers are the way to do it. you will want to make sure there is decent circulation in the tank. Also, if your thermometer is moveable, place it next to the heaters for a few minutes and see what temp the water there is heating too. if its not hitting 30C, your heaters arent functioning properly. If it is, then the hot water simply isnt distributing throughout your tank properly. Check temps around the whole tank before your invest in a controller, but controllers are never a bad idea

1 in the day at the moment probable about 15c night more like 23-25c. Doesn't seem to change the tank temp

2 no glass just wooden lid however it is well fitted.

3 they are in the last camper with the 2pumps one for the tank return the other for the uv steriliser and its completely submerged and the water coming from chamber 3 has to pass over and under it

the tank return pump does 3500lph.
 
Here's what I would do:

1. Get some rigid Polystyrene foarm insulation and insulate non-viewing panels of the tank (even if it's just the back panel, it will help a lot) and all sides of the sump.
2. Get lids for your tank and sump.
3. Get an "in-tank" thermometer (I've never been a fan of those sticker-on-tank thermometers...they seem to be very unreliable/inaccurate).

15C to 30C is a big delta. Considering the temperate change you are demanding of those heaters, I think even after insulating the tanks you may need more wattage.

Running them on a termperature controller as others have mentioned is also a good idea.
