HEATER JUST BLEW!

i was just checking my tank and my fish seemed very stressed and were just sitting on the gravel. i put my hand in the water and my heater was giving off a dull shock .. Anyone know the cause or possibly a fix to this? My aquarium is 110 gallons, if this heater is unrepairable how big of a heater should i shoot for? i need to raise the temp of the tank ~ 12 degrees F.

there is no fix for that heater toss it and use what dmopar74 said and what brand of heater blew
