Heater Operation

I have 2 brand new aqueon pro 300 watt heaters that are being controlled by an inkbird controller 306t with the dual heat only outlets. I have set both heaters to 84 and the controllers setpoint is 77. My problem started before getting the controller..both heaters were set for 75 originally but my tank thermometers were reading around 70. I just setup the controller and it hasn't turned off or raised the temperature yet but the heaters are still cycling on and off on both of the internal thermostats. Is circulation an issue? The tank is 135 gallons . I was maintaining the temperature with a 250 watt heater but have had the a/c on steady lately and noticed the temperatures fluctuating and came home to a failed heater and a tank temp of 65.

I would pull the controller and run the heaters straight from the wall outlet to make sure you have a heater out and not the controller.

I did have the heaters separate for 2 days , just installed the controller about 2 hours ago. Both heaters are fed from the same plug off of the controller and I can see the heater lights alternating at different times. The controller work1 light is staying on steady aswell.
 
and tank temp now?
 
It's gone up to 75.2 on the controller , the other thermometers I'm watching will probably take some time to catch up but have never had heaters that turned off way before the set point is reached. If other heaters I've owned have done that then I've totally missed it happening.
