the heater is turning on an off it stays on for almost 10 min than for the other 10 min it stays off and the process is repeating is it normal working of the heater or it should it remain on until the desired temperature is achived and turn off after that
the temperature of aquarium is 25 c and the temperature set on the heater is 28 c.

I might have poor water circulation which will cause the water near the heater to be warner than by your thermometer. If this is the case the water by the heater is reaching the desired temp causing the heater to shut off.

That's normal. The heater will heat the water to the temperature set, then turn off. When the thermostat kicks in as the water cools, it turns the heater back on. Just make sure the heater is exposed to open water and not packed behind something, or else it won't effectively heat the whole tank.

The heater might not be very accurate, the thermometer might not be very accurate, or the heat isn't getting dispersed evenly enough.

I think your heater is performing quite well.
Would much rather have a heater go through long on-off cycles than constantly going on and off rapidly.

Yes this is very normal it just means that it is reaching the desired temprature

i also moved it near the powerhead flow but it was still turning on and off for a specific time period
Is the working of other brands of heater is in the same way of on and off section or
it stay on until desired temperature is achived mine is working bcoz when i switched it the tank temp was 25C and now 27C

If the heater stayed on you'd have boiled fish. It's normal. Did you read the instructions that came with the heater? They should cover this.
