Is it normal for the heater tube to become brown inside?

i dont believe so. it could indicate that the heating elemnt has been running out of the water or possibly malfunctioned in the past. if i were you, i would monitor it and if it seems to be a problem, replace immediately. the heater is critical to the life support system of the aquarium...
