is it okay to let a heater sit on the bottom of a tank on the glass? dont have any suction cups..its in my 30gal sump
 
Having it elevated with suction cups allows more water flow around it and may help with circulating the heated water. Having said that mine just sits on the gravel on the bottom right now since my bracket is too large. I also had my heaters sitting on the bottom of a rubbermaid tote that I used as a poor mans sump and had no problems with that either.
 
It may be the best way to position it in a sump, because if for some reason your sump was pumped out, there should still be enough water to cover it below the pump intake. And not have it burn up.
 
I wouldn't. glass likes to crack when heated unevenly. or cooling down unevenly. warming up a small spot of your tank would be slightly lower on my do no do list than hitting it with a rock.
