The problem is if your heater is not rated at a high enough wattage for the work it has to do, it will be constantly in the 'on' state trying to heat the tank to your desired temp. Larger wattage heaters will heat the water a lot quicker and maintain a set temperature a lot easier and so wont be 'on' nearly as much. In this case the higher wattage heater will use less electricty and actually save you money
