Can you use, do they make heaters that go under a tank like say for a reptile tank?

There are flat heaters and under gravel heaters. Similar to heating a bathroom floor. Not sure how affective they are but they do exist.

Yes it's possible but glass is not a great conductor and substrate /gravel will reduce this further. I have used water bed heaters under large tanks but my winters are very mild. So very inefficient way to heat.

Make sure you insulate under the heater as you want the heat to go up into the tank.
