Heating approximately 1000 gallons

How would I go about this? It needs to stay above 70, 75 preferably. I don't have a way to install an in line at the moment. I could use a 1000w and the will stay in, the pond has 1 inch thick insulation, and the outdoor temp rarely goes below 60. I'm hoping for the most cost effective option considering my current income. Any ideas?
 
I used a 1000w immersion heater ($45) and an inkbird temperature controller ($30) for my pond last winter. My first heater failed halfway through winter, so maybe have a second one for backup.
 
Maybe 1000w heater and cover the top to trap heat in. Maybe like those outdoor greenhouse clear plastic covering the top.

My outdoor tanks. I have glass cover on top and any holes I cover it up so heat doesn't escape. And on the sides I have insulation. Works well for me
