sounds like you need to up your water changes. this maybe from bad water quality or stress

sounds like your ammonia has gotten too high.

what other fish do you have with it, and what size is the tank?

if you have a test kit, post your water parameters, and how often do you do water changes?

Agreed. I've only seen this when the fish has early signs of fin and tail rot, and when there's ammonia present in the water.
