HELP!! Algae Dilemma!!

Hello! I have a problem with algae growing on my plants in my ten gallon aquarium. What makes this a difficult puzzle is because the inhabitants are two dwarf puffers, one figure eight puffer and a raphael catfish. So What fish could I put in there that would take algae off the top of my plants (cabomba, java fern, and others)? because of the puffers snails and shrimp will not last, and I like the gold algae eater but I dont know if they can eat algae off the top of cabomba. Any suggestions?
 
small ottos. but really first thing to do is make sure you've done everything you can to limite algae growth, because of course another fish would add even more nitrates/waste into the water that algae would use to grow. Make sure that all your ammonia/nitrite/nitrate levels are low, sunlight isn't getting to the tank and maybe have the tank light on slightly less everyday. Not possible just to use an algae scrubber, i mean not a lot of work in a small tank.
