Help cleaning hard water deposits on glass

A friend of mine gave me a fish tank that he abandoned in a garage for years. It had very think deposits of minerals around the top (like 2-3 inches long). Ok, I researched and read advice of using vinegar, something to scrub the glass and even a razor blade. I did everything and i am pretty happy with the results (the layer of minerals was really thick). Now it is like 90% better BUT...there is still a haze where that layer was and I can't make it disappear; have tried the same stuff (VINEGAR, SALT, scrubbing, razor blade to no avail. Does it mean that the glass is slightly stained on that area or there is another product or method that I could use to make that 2-3 inches area from top as clear as the rest of the aquarium? Thanks in advance!
 
I have an old tank like that, I have tried acids, razor blades, everything, on the outside and inside.
There are actually times when it appears to go away, but always seems to come back.
I believe the stain has permeated the glass, and figure it is best only used as a sump.
